GEORGE R. BORSARI, JR.

George R. Borsari, Jr. is a partner in Borsari & Paxson. He has represented communications clients ranging from small stand-alone stations to multimedia groups, from sole proprietorships to publicly-held corporations. He has represented clients in complex media acquisition and sales transactions and has acted as a consultant to other communications attorneys in matters involving communications practice and procedure. He also has extensive experience involving various common carrier and wireless services.

George has advised clients on the practicability of proposals involving high-tech communications technologies. He obtained for a client one of the first developmental mobile satellite authorizations issued by the FCC, and currently represents clients in both mobile and fixed satellite up-link operations. He designed one of the original nationwide paging networks, and was lead counsel in the preparation for filing of the associated application with the FCC. He was the lead attorney in the filing of over seventy cellular telephone applications prior to the institution of the lottery selection procedure. He represents clients in the IVDS, PCS, SMR, and LMS services and has represented clients throughout the Commission's auction process.

George is a member of the District of Columbia Bar. He has also been admitted to practice before the Supreme Court of the United States, the United States Court of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Fourth Circuit, the United States Court of Appeals for the Eleventh Circuit, the United States District Court for the District of Columbia, and the Unites States Court of Military Appeals.

He is a member of the Federal Communications Bar Association and has served as chairman of its Committee on Relations with Other Bars and on numerous other committees. He is a past chairman of both the Broadcast Committee and the Cable Television Committee of the Science and Technology Section of the American Bar Association, co-chairman of the Mass Media Committee of the Section, and served on the Long-Range Planning Committee of the Section. He also served two terms on the Council of the Section. He is also an honorary member of the Association of Federal Communications Consulting Engineers.

George has been substantially involved in cable television activity. He served on all of the committees and organizations in Montgomery County, Maryland, charged with developing the standards for selecting that jurisdiction's cable franchisee, the evaluation of the competing proposals and initial selection of the franchisee, and monitoring of the franchisee's performance (including the operation of the non-commercial programming channel). He has represented both cable systems and cities in the franchise process. As chairman of the American Bar Association's Cable Television Committee, he developed and moderated a nationwide teleconference, sponsored jointly by the ABA and the Practicing Law Institute.

An active amateur radio operator, George served on the amateur radio advisory committee to the Federal Communications Commission in preparation for the World Administrative Radio Conference. He currently represents amateur radio operators and equipment manufacturers, and was among the volunteers who assisted a city with emergency communications during a flood.

George has spoken extensively on broadcast, cable, common carrier, and amateur communications issues throughout the country. He was a featured speaker at a management seminar at the Goddard Spaceflight Center on the present and potential uses of satellite communications. He has served as counsel to a state broadcasters association and in 1984 was made an honorary member of the Association of Federal Communications Consulting Engineers.

A native of Washington, D.C., George has served as mayor of the Town of Glen Echo, Maryland. He is a past president of the Montgomery County Chapter of the Maryland Municipal League. In 1993, he retired from the United States Army Reserve as a Lieutenant Colonel, with military specialties in both the Judge Advocate General's Corps and Armor. He had served as the commander of the 208th JAG Detachment (International Law) and received numerous service awards.

George has been active in the Boy Scouts of America as a Scoutmaster and Explorer Advisor, and is a past district chairman and service team chairman of the Explorer Division of the National Capitol Area Council. He received a Presidential commendation for his work with youth. His biography is listed in Who's Who in America, and he is AV rated by Martindale-Hubbell. He is a multi-engine, instrument-rated pilot, and his hobbies include golf, photography, sailing, hunting, and fishing. He was an avid participant in and instructor of backpacking, rock climbing, and cave exploring and has served with cave rescue units.

As a high school student, George served as a page in the United States Senate and was graduated from the Capitol Page School. He received a Bachelor of Science degree from the Virginia Polytechnic Institute and an L.L.B. degree from the George Washington University Law School.
